Neighbors Georg and Barbara grow up together and fall in love, even though their parents are enemies.
Because Georg is 18 and Barbara only 13, her father uses their relationship as an opportunity to press criminal charges, accusing Georg of statutory rape. Attempts to reconcile the two families fail and the legal dispute leads to conflicts at school. Although the dogmatic principal considers Georg guilty, many of his fellow students and even some of the teachers take his side.
